<h2>The Role</h2>
<p>Are you a passionate SHEQ leader who thrives on creating safe, compliant, and high-performing work environments? We are looking for an experienced Country SHEQ Manager to lead our Safety, Health, Environment and Quality function across our operations in Guyana.</p>
<p>In this pivotal leadership role, you will work closely with the Group Head of SHEQ to drive our SHEQ strategy, ensuring our Integrated Management System (IMS), policies, and standards are consistently implemented across all project activities. You will play a key role in shaping a proactive safety culture, reducing operational risk, ensuring regulatory compliance, and championing quality throughout the business.</p>
<p>Leading the Guyana SHEQ team, you will partner with operational leaders, contractors, suppliers, and external stakeholders to embed best practice, support continuous improvement, and ensure every project is delivered safely, responsibly, and to the highest quality standards.</p>
<h2>Key Responsibilities</h2>
<ul>
<li>Work in partnership with the Group Head of SHEQ to ensure all country-level SHEQ systems, processes, and documentation align with Company standards, IMS requirements, and Group SHEQ strategy.</li>
<li>Implement and manage a comprehensive safety and risk management strategy aligned with company goals and industry best practices.</li>
<li>Lead and support with the conduction SHEQ risk assessments across all project activities and ensuring risks are identified and safety measures implemented.</li>
<li>Ensure the safety of all project personnel through the implementation of safety protocols, training, and the provision of safety equipment and the required PPE.</li>
<li>Oversee compliance with environmental regulations and standards, including waste management and environmental impact assessments across all project activities.</li>
<li>Manage quality assurance processes to ensure all project activities meet quality standards and specifications.</li>
<li>Develop and maintain incident response plans for all project activities to address safety breaches, accidents, and other emergencies.</li>
<li>Conduct incident and non-compliance investigations and introduce processes and procedures to prevent recurrence.</li>
<li>Conduct regular safety audits and inspections across project sites, offices, and operational areas to monitor compliance with safety policies.</li>
<li>Collaborate with contractors and suppliers to ensure they meet safety requirements.</li>
<li>Provide Health, Safety, and Environmental training to employees and contractors across all project activities, ensuring adherence to best practices and regulatory requirements.</li>
<li>Establish emergency response procedures for all project activities and coordinate with local authorities when required.</li>
<li>Ensure compliance with safety, health, environment, and quality regulations, standards, and certifications.</li>
<li>Maintain accurate and organized documentation related to health, safety, quality, and environmental measures.</li>
<li>Ensure all documentation aligns with IMS requirements and is consistent with Group SHEQ standards.</li>
<li>Weekly progress reports to management, highlighting potential issues, threats, and suggestions for mitigation.</li>
<li>Escalate key SHEQ risks, trends, and compliance matters to the Group Head of SHEQ to support Group-level oversight and assurance.</li>
<li>Review all project SHEQ documentation at regular intervals, ensuring alignment with Company standards and the Integrated Management System (IMS).</li>
<li>Work collaboratively with the Group Head of SHEQ to update, refine, and standardise policies and procedures.</li>
<li>Ensure all project-specific documentation remains current, compliant, and consistent with Group SHEQ requirements.</li>
<li>Lead, manage, and develop the SHEQ team in Guyana, ensuring consistent application of Company standards and IMS requirements across all project activities.</li>
<li>Act as the primary SHEQ liaison for Guyana, ensuring effective communication and alignment with the Group Head of SHEQ.</li>
</ul>
<h2>Essential Criteria</h2>
<h3>Your Experience &amp; Skills</h3>
<ul>
<li>Proven experience in SHEQ &amp; safety management (ideally within the construction industry).</li>
<li>Extensive knowledge of Safety, Health, Environment and Quality standards and ISO Accreditation / Certification.</li>
<li>Fluent in English.</li>
<li>Formal qualification in Occupational Health and Safety or equivalent.</li>

<p>Under the overall supervision of the Head of Office in Guyana and direct supervision of the Programme Coordinator in Guyana, and in close coordination with the Regional Thematic Specialist for Labour Mobility at the Regional Office and relevant Divisions/Departments/Units at Headquarters, the Project Officer will be responsible and accountable for supporting and coordinating the development, implementation, monitoring and reporting activities of the project <strong>Facilitating Access To Regular Migration Status And Integration For Migrants.</strong></p>
<h2>Responsibilities</h2>
<ul>
<li>Coordinate the overall implementation of the project, including the oversight of the financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.</li>
<li>Provide operational guidance and technical supervision to the project staff, assisting on programmatic strategy and implementation. Oversee the project progress specifically aimed at increasing effectiveness and recommending appropriate action.</li>
<li>Support the monitor and progress against Project’s strategic objectives, benchmarks, and provide advice with respect to improvements and corrections; coordinate the establishment of a common Monitoring and Evaluation (M&amp;E) Framework that incorporate regular reporting requirements and impact evaluation strategies, in close coordination with M&amp;E Officer in the Country Office.</li>
<li>Identify priority areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and segments for new project proposals.</li>
<li>Supervise the staff assigned to the project, as well as Consultants/Implementing Partners (IPs) recruited to support and/or undertake specific activities. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.</li>
<li>Support monitoring and compliance with project partners, project staff and implementing entities. Liaise with Government entities, IPs, United Nations (UN) agencies and other stakeholders in the project.</li>
<li>Coordinate with other units in the Country Office for a smooth implementation of all project activities.</li>
<li>Coordinate the adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with the donor and relevant Units at HQ.</li>
<li>Draft quality progress Financial, Narrative, and other reports related to the project activities. Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders by ensuring timely submission and compliance with donor and IOM requirements.</li>
<li>Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums; contribute in coordination and presentation of IOM activities.</li>
<li>Participate in relevant UN working groups and activities to contribute to the mainstreaming of migration related issues into United Nations Sustainable Development Cooperation Frameworks (UNSDCF).</li>
<li>Undertake duty travel as required to support coordination and monitoring activities for project implementation.</li>
<li>Perform such other duties as may be assigned.</li>

<h2>Qualifications</h2>
<h3>Education</h3>
<ul>
<li>Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience; <strong>or</strong></li>
<li>University degree in the above fields with four years of relevant professional experience.</li>
</ul>
<h3>Experience</h3>
<ul>
<li>Experience in programme conceptualization, monitoring, reporting and evaluation.</li>
<li>Experience in project development and capacity-building activities.</li>
<li>Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.</li>
<li>Familiarity with financial and business administration.</li>
<li>Experience supervising teams responsible for providing migrants with information, referral and assistance services related to documentation, regularization processes and access to public services.</li>
<li>Experience supporting migrants&#8217; access to decent work opportunities through employment counselling, vocational training, job matching and referral services.</li>
<li>Demonstrated experience engaging the private sector to promote migrant inclusion in the labour market and facilitate access to sustainable livelihood opportunities.</li>
<li>Proven understanding of internal and international migration issues in the country and in the Region.</li>
<li>Experience in organizing consultations, workshops and seminars with stakeholders.</li>
<li>In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.</li>
<li>Knowledge of UN and bilateral donor programming.</li>

<h2>Organizational Context and Scope</h2>

<p>Under the overall supervision of Head of Office, the Resources Management Officer is responsible for overseeing and coordinating the Country Office&#8217;s financial, human resources, procurement, logistics, and administrative functions. The role ensures effective resource management, budget monitoring, internal controls, compliance with organizational policies, and operational support to facilitate the successful implementation of programmes and projects.</p>
<h2>Responsibilities</h2>
<ul>
<li>Support the monitoring and overseeing the financial management for all activities in the Country Office including the review of financial expenditure and accountability.</li>
<li>Facilitate the management of the treasury by forecasting cash flows according to CO activities and its Sub-Offices. Support the monitoring and control of funds disbursed; validate that funding is received and disbursed in accordance with donor agreements.</li>
<li>Prepare relevant financial reviews of projects by overseeing the budget control process and analyse variances between budget and actual expenditures. Take proactive action to prevent projects from going into deficit.</li>
<li>Assist with the annual budget preparation for the Country Office by facilitating the monitoring of budget control and analyse variances between budget and actual expenditures. Support the preparation of budgets for new projects and programmes.</li>
<li>Support the maintenance and assist in strengthening appropriate internal controls to safeguard the Organization’s assets, cash and prevent fraud.</li>
<li>Review payroll versus budgets, validate that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.</li>
<li>Draft project and donor financial reports in accordance with IOM regulations and established procedures.</li>
<li>Participate in reviewing existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.</li>
<li>Assist in managing the Human Resources function and make recommendations on recruitment and personnel administration of staff in the Country Office. Correctly apply Human Resources (HR) policies, rules and regulations and make recommendations for resolving difficult or sensitive cases in consultation with the COM and SRRMO.</li>
<li>Oversee the Supply Chain services, including contracts with suppliers of goods and services and related administrative authorities; oversee the management of the fleet of vehicles and the maintenance of the premises as well as the functioning of all support services at the Country Office.</li>
<li>Participate in UN meetings such as the UN Operations Management Team (OMT) or ONE UN working groups when required.</li>

<li>Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,</li>

<li>Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.</li>
<li>Accredited Universities are those listed in the UNESCO World Higher Education Database.</li>
</ul>
<h3>Experience</h3>
<ul>
<li>Experience in all areas of financial administration including financial management, accounting and budgeting.</li>
<li>Experience in human resources, procurement and logistics.</li>

<p>Under the overall supervision of the Programme Coordinator and the direct supervision of the National Project Officer (Regular Pathways &amp; Socioeconomic Integration), this position is responsible for supporting the labour market integration of newly arrived migrants by developing and implementing employment-focused activities that promote sustainable inclusion in the local workforce. The incumbent works closely with public institutions, training providers, NGOs and business networks to strengthen pathways to employment, while maintaining accurate programme data and monitoring results. The position also contributes to programme planning, reporting, budget monitoring, stakeholder coordination, and staff guidance to ensure effective, responsive, and labour market-driven integration support for migrants.</p>
<h2>Responsibilities</h2>
<ul>
<li>Support individualized case management and referral follow-up for migrants, ensuring timely needs assessment, documentation, coordination with relevant service providers, tracking of assistance provided, and regular follow-up to support access to services and progress toward integration outcomes.</li>
<li>Plan, implement and monitoring labour market integration activities targeting newly arrived migrants, ensuring alignment with local labour market needs and inclusion strategies.</li>
<li>Collect, compile, and analyze labour market data, including sector demand, skills shortages and barriers faced by migrants (e.g., language, credential recognition, legal restrictions); provide actionable insights to inform targeted job matching strategies.</li>
<li>Monitor budget implementation and propose adjustments as necessary.</li>
<li>Act as focal point for engaging employers, private sector partners, and industry associations to promote inclusive hiring practices and identify job opportunities suitable for recently arrived migrants.</li>
<li>Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.</li>
<li>Facilitate job matching by assessing migrant profiles (skills, experience, language level, legal status) and aligning them with available vacancies; support placement processes, including referrals, interview coordination, and follow-up.</li>
<li>Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.</li>
<li>Respond to complex information requests and inquiries; set up and maintain files/records.</li>
<li>Organize and deliver training sessions for migrants on employability skills, workplace integration, CV writing, interview techniques, and understanding local labour markets and labour rights.</li>
<li>Maintain accurate and up-to-date databases on beneficiaries (migrants), employers, job vacancies, applications, and placements; ensure data protection and confidentiality standards are upheld.</li>
<li>Engage with public employment services, municipalities, NGOs, training institutions, and chambers of commerce to strengthen pathways to employment for migrants.</li>
<li>Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.</li>
<li>Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.</li>
<li>Perform other relevant duties as may be assigned.</li>

<h2>Qualifications</h2>
<h3>Education</h3>
<ul>
<li>Bachelor’s degree in Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or</li>
<li>High School diploma with six years of relevant professional experience.</li>
</ul>
<h3>Experience</h3>
<ul>
<li>Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.</li>
<li>Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.</li>
<li>Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.</li>
